1. 'Privileges' means 'we control the toys. You cannot play in this sandbox without our approval. We say you have done so many cases of Procedure X yearly to be granted the right to do so, irrespective of whether you can demonstrate competence, and that you must do so many per year or lose that right. You must be one of 'us'.
